The State encourages localities to mobilize all resources and create favorable mechanism for accelerating the implementation tempo of irrigation canal solidification. Capital shall be used with priority given to the implementation of new constructions or investment projects in areas with water shortage, areas irrigated by electric pumping stations, reservoirs, spillways, embanked water canals which strongly absorb water, canals running across bad soil prone to slide or fill-ups; canals running by urban areas, villages or hamlets.
