This Decree prescribes the organization of national reserves, list of national reserve goods and assignment of managing agencies; planning and estimation of the national reserve budget; management of finance and budget spent on national reserves; and regimes and policies towards public employees of the national reserve sector.

It takes effect 15 days after its publication in the Official Gazette, annulling the Government's Decree No. 10/CP of February 24, 1996.- (Summary)
