DECISION No.126/1998/QD-TTg OF JULY 11, 1998 ON APPROVING THE NATIONAL TARGET PROGRAM FOR EMPLOYMENT TILL THE YEAR 2000
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Labor Code of June 26, 1994;
Pursuant to the National Assembly's Resolution on the 1998 tasks;
At the proposals of the Minister of Labor, War Invalids and Social Affairs in Document No.93/CSLD of November 17, 1997, Document No.1653/BLDTBXH-CSLD of May 23, 1998; and proceeding from the evaluating opinions of the Minister of Planning and Investment in Document No.2994-BKH/VPTD of May 7, 1998,
DECIDES:
Article 1.- To approve the national target program for employment till the year 2000 (issued together with this Decision) with the following main contents:
1. Name of the program: The national target program for employment till the year 2000.
2. Agency managing the program: The Ministry of Labor, War Invalids and Social Affairs.
3. The objectives of the program:
a/ The basic long-term objectives:
To create new jobs and ensure employment for laborers who have working capability and demand for jobs; to apply measures to help the unemployed people get jobs as soon as possible and underemployed people get enough work to do, especially to adopt specific policies to help disadvantaged people in the labor market; thereby to rationally settle the relationship between the economic growth and employment for laborers, in order to step by step achieve the social justice and progress.
b/ The specific objectives:
To create 1.3 - 1.4 new jobs for laborers each year, to reduce the unemployment rate in urban areas to 5% while raising the rate of useful working time in rural areas to 75% by the year 2000.
4. The specific activities of the program:
a/ Organizing the study, analysis and evaluation of the impacts of the macro-guidelines and policies on job increase or reduction so as to propose the necessary solutions thereto; organizing the elaboration and evaluation of targets of creating new jobs and cutting down existing jobs in the State's plans, programs and projects.
b/ Effectively carrying out activities in direct support of finding jobs for disadvantaged people in the labor market.
c/ Organizing the provision of employment services to the unemployed and underemployed people who may make job-seeking registrations at the establishments in the employment service system of the program throughout the country and employment services to employers upon their requests.
d/ Conducting labor and employment surveys; gathering and processing information on labor market and publicize the annual labor and employment situation.
e/ Investing in the procurement and construction of working facilities, equipment and means for employment service centers, on the basis of selecting and reorganizing the existing employment promotion centers in provinces and cities directly under the Central Government and the subsidiaries of such employment service centers in provincial capitals, district townships, commune centers and industrial parks, thus ensuring the provision of employment services on the labor market.
f/ Providing vocational trainings and/or retrainings under apprentice-cum-job indentures for the unemployed people who have made their job-seeking registrations, particularly rural young people, at the vocational training establishments of the employment service centers or other vocational training establishments recommended by the employment service centers.
g/ Organizing annual and/or bi-annual professional training and/or fostering courses for employment service personnel and managerial officials of the national target program for employment and the local employment programs.
h/ Investing in the construction and upgrading of vocational training facilities, equipment and means for vocational training establishments in the system of employment service centers of the provinces and cities directly under the Central Government and vocational training establishments for the disabled, in order to make such establishments capable of carrying out training activities of the program.
i/ Organizing the provision of loans to help the unemployed and underemployed people create jobs for themselves, the employers place stable jobs for unemployed people who have registered their job-seeking, and enterprises employing large numbers of female laborers ensure work for their laborers; providing vocational training and creating jobs for disabled laborers.
j/ Elaborating and supplementing policies to ensure the implementation of the program, organizing labor market information activities; propagating, inspecting and evaluating the implementation of the program.
5. The operating fund of the program:
a/ The national assistance fund for employment till the year 2000 is estimated at VND 4,800 billion, which shall be specified and incorporated in the annual plans for each operating content of the constituent projects.
b/ Investment capital sources:
- The State budget allocations;
- Aids from foreign countries;
- Other sources.
6. The program's management mechanism:
The formulation, approval and execution of constituent projects of the national target program for employment till the year 200 shall comply with Decision No.05/1998/QD-TTg of January 14, 1998 of the Prime Minister on the management of national target programs.
Article 2.- To assign the following agencies the following tasks of managing and implementing the national target program for employment:
1. The Ministry of Labor, War Invalids and Social Affairs shall manage the program; propose the Prime Minister to decide the establishment of the Management Board of the program; assume the prime responsibility and coordinate with the concerned ministries, branches and mass organizations in organizing the implementation of the program, making annual sum-up reviews of the implementation results, then reporting them to the Prime Minister.
2. The Ministry of Planning and Investment shall balance and arrange annual plans for implementation of the program, after consulting the Ministry of Labor, War Invalids and Social Affairs in accordance with the current planning regulation.
3. The Ministry of Finance shall annually allocate State budget funds to the national assistance fund for employment in order to implement the program in accordance with the provisions of the Law on State Budget.
4. The People's Committees of the provinces and cities directly under the Central Government shall formulate and implement employment programs and set up employment funds of their respective localities in accordance with provisions of the Labor Code; materialize the contents of the national target program for employment in their respective localities; periodically report to the Prime Minister (through the Ministry of Labor, War Invalids and Social Affairs) on the implementation of the program as required.
Article 3.- To request mass organizations to participate in the implementation of the national target program for employment within their respective activities, and at the same time participate in the supervision of implementation of the national target program for employment by the concerned administration levels.
Article 4.- This Decision takes effect 15 days after its signing.
Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People's Committees of the provinces and cities directly under the Central Government shall have to implement this Decision.
