This Joint Circular takes effect 15 days after its publication in “CONG BAO” and replaces Joint Circular No. 26/1999TTLB/BLDTBXH-BTC-BGDDT of November 2, 1999, of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Finance and the Ministry of Education and Training, and Joint Circular No. 23/2001/TTLT/BTC-BLDTBXH of April 6, 2001, of the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs.- (Summary)
