Production establishments of all economic sectors, regardless of their enterprise types, which use energy for the processing or production of commodity products, repair of machinery and equipment, mining, electricity generation, thermal energy generation and supply, shall have to comply with the provisions of this Circular and other legal documents on thrifty and efficient use of energy.

Annually, basing themselves on their production and business plans, production establishments which use large volume of energy must work out plans on thrifty and efficient use of energy and elaborate energy consumption norms for a product unit as well as their annual energy saving targets, then submit them to provincial/municipal Industry Services, superior management agencies and the Industry Ministry by February 15 of a plan year at the latest.

Production establishments are encouraged to organize the energy auditing for every 3-5 years. The energy auditing results shall serve as basis for production establishments to select appropriate solutions to raise energy use efficiency, then submit them to competent authorities for approval.

This Circular takes effect 15 days after its publication in the Official Gazette.- (Summary)
