The State budget expenses for the training of scientific and technical cadres at foreign establishments shall cover the following items:

- School fee and other compulsory fees (if any) to be paid to the overseas training or service establishments under specific contracts;

- Expenses for daily-life needs (including expenses for meals, accommodation, transportation and study documents) and health insurance (according to specific regulations of each country) during their study overseas. These expenses shall be calculated on the basis of ensuring the learners� minimum demands regarding daily life as well as medical examination and treatment;

- Air tickets (return).
