The National Institute of Public Administration is a non-business organization under the Ministry of Home Affairs and subject to the State management by the Minister of Home Affairs. It is a national center, enjoys autonomy and takes self-responsibility for its organizational apparatus, payroll and finance under law provisions; functions to train and foster the contingent of State officials and employees, administrative public-employee titles of all levels, grassroots officials and public employees, reserve public employees, specialized administrative and State management lecturers and researchers; conduct administrative scientific research and advise the Government on the administrative and State management domain.
