This Circular applies to the State-level key scientific and technological programs in the 2001-2005 period, which were approved by the Prime Minister under Decision No. 82/2001/QD-TTg of May 24, 2001.

Funding for the implementation of State-level key scientific and technological programs shall be balanced into the annual budget expenditure estimates for the scientific and technological service. Budget sources allocated by the State to the programs must be used for the right purposes and with efficiency, aiming to create practical scientific and technological products in service of the country's socio-economic development.

The Circular guides in details the spending contents; the estimation, allocation and recovery of fundings; the funding settlement reports; as well as financial inspection and handling of assets upon the completion of the programs.- (Summary)
