This Decree prescribes the subjects, criteria and scope for dispatching officers; competence and order for deciding the dispatching of officers; obligations and interests of dispatched officers; and responsibilities in the management and employment of dispatched officers as well as regimes and policies towards them.

It takes effect 15 days after its publication in the Official Gazette and replaces Decree No. 86/HDBT of May 11, 1982 of the Council of Ministers on the regime of dispatching Vietnam People's Army officers.- (Summary)
