CIRCULAR No. 103/1998/TT-BTC of July 18, 1998 guiding the assignment, drafting, implementation and settlement of the State budget

The State budget of the Socialist Republic of Vietnam is an uniform system, including the central budget and the budgets of the local administration of various levels. The budgets of various levels are specified in terms of revenue sources and spending tasks in accordance with the Law on the State Budget and the Law on the Amendments and Supplements to a Number of Articles of the Law on the State Budget, Decree No.87-CP of December 19, 1996 and Decree No.51/1998/ND-CP of July 18, 1998 of the Government.

This Circular guides in details the regulations on the assignment of budget management responsibilities; the drafting of annual State budget estimates; the implementation of the State budget; the accounting and settlement of the State budget.- (Summary)
