DECISION NoDECISION No. 43/2000/QD-TTg OF APRIL 7, 2000 ON MOBILIZING AND ENCOURAGING PEOPLE TO VOLUN-TARILY DONATE THEIR BLOOD
THE PRIME MINISTER
Pursuant to the Law on Organization of the Government of September 30, 1992;
Pursuant to the Government�s Resolution No. 90/CP of August 21, 1997 on the orientation and policy of socialization of educational, medical and cultural activities;
In order to adequately supply high-quality blood and blood products for hospitalization of patients on the basis of voluntary blood donation and ensuring safety in blood transfusion at medical establishments;
At the proposal of the Ministry of Health,
DECIDES:
Article 1.- To take the 7th of April every year as "The entire people voluntarily donate blood" day.
Article 2.- The Minister of Health shall have the responsibility:
- To coordinate with the concerned ministries and branches in propagating the humane significance of the voluntary blood donation and mobilizing all people to voluntarily donate their blood; to organize "The entire people voluntarily donate blood" day every year.
- To ensure mechanism, technical conditions for the blood reception and supply as well as blood transfusion safety; to consolidate blood transfusion safety establishments from the central to local levels in order to receive blood regularly as well as on "The entire people voluntarily donate blood" day.
- To control and inspect the observance of the regulations on blood transfusion safety.
Article 3.- The ministries, branches and the People�s Committees at all levels shall take initiative in coordinating with the Vietnam�s Fatherland Front Committees at all levels and its member organizations to mobilize the entire people to voluntarily donate blood, provide support and create conditions for the organization of "The entire people voluntarily donate blood" day.
Article 4.- This Decision takes effect after its signing for promulgation.
Article 5.- The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People�s Committees of the provinces and centrally-run cities shall have to implement this Decision.
