Inter-ministerial Circular No. 02/TTLB of April 28, 1997 guiding the method of pricing and competence to decide selling prices of clean water in urban areas, industrial parks and rural population centers.

The clean water prices must be properly and fully calculated to include all production, distribution and consumption costs so that enterprises engaged in clean water production and business may maintain their operation and develop. The clean water prices must be determined concretely and reasonably for each group of users, thus encouraging the thrifty use of clean water.

In each period, depending on practical situation, the Ministry of Construction shall assume the main responsibility and coordinate with the Government Pricing Committee in guiding, supplementing and amending the method of pricing.

The People's Committees of the provinces and cities directly under the Central Government shall decide the selling prices of clean water in their localities.- (Summary)
