The Ministry of Finance, after reaching agreement with the Ministry of Planning and Investment, the Commission for Ethnicities and Mountainous Areas and the Ministry of Construction, additionally guides the following:

Expenditures on elaboration of investment reports, design, cost estimates making, evaluation and construction supervision by the district/commune Project Management Boards; final settlement appraisal and project pre-acceptance test; expenses for land and crop-damage compensation, ground clearance and makeshift construction (if any) shall be calculated and settled in the project cost-estimate.

The capital sources provided by the central government for investment in construction of infrastructure projects in mountainous, deep-lying and remote communes meeting with great difficulties as well as communal cluster centers under the 2000 plans shall be additionally allocated to targeted local budget.- (Summary)
