Approving tasks of the master Plan on the construction of Chan May-Lang Co economic zone, Thua Thien Hue province
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the November 26, 2003 Construction Law;
At the proposal of the Minister of Construction in Report No. 47/TTr-BXD of September 12, 2007, and the People's Committee of Thua Thien Hue province in Report No. 3686/TTr-UBND of August 24, 2007,
DECIDES:
Article 1.- To approve tasks of the master plan on the construction of Chan May-Lang Co economic zone, Thua Thien Hue province, up to 2025 with the following principal contents:
1. Scope of study
Chan May-Lang Co economic zone embraces Lang Co township and Loc Thuy, Loc Tien and Loc Vinh communes of Phu Loc district, Thua Thien Hue province, covering a land area of around 27,108 ha and bordering on:
- The East Sea to the north and northeast.
- Da Nang city to the south.
- Loc Binh and Loc Tri communes of Phu Loc district to the west.
2. Characteristics
Chan May-Lang Co economic zone is a large international trade center in the Central Vietnam key economic region; an eco-tourist and resort center of national and international importance; and a combination of other economic branches connected with Chan May deepwater port, in which a modern new urban center will be developed suitable to natural conditions while landscape and the eco-environment will be protected and preserved.
3. Population and land area
a/ Population
- About 40,700 at present.
- About 90,000 by 2015.
- About 170,000 by 2025.
b/ Land area
The total natural land area of Chan May-Lang Co economic zone is 27,108 ha, of which the area for operation and development of the economic zone is around 10,000 ha.
4. Main technical norms
a/ Bases for determination of econo-technical norms:
- Vietnam construction regulations and standards.
- The land fund and natural and environmental conditions.
- Demands for investment in Chan May-Lang Co economic zone.
b/ Selection of main econo-technical norms:
- Norms for urban construction land
Land for urban construction will average at 130-150 m2/person, of which 90-100 m2 will be for civil use; 10-15 m2 for greenery in civil quarters; and 6-10 m2 for urban public utilities.
- Urban technical infrastructure norms
+ Traffic: The land area reserved for traffic in urban centers will account for 18-20% of land for urban construction, based on norms for grade-II urban centers; road networks and land area reserved for traffic in industrial-port-service zones must be used efficiently.
+ Water supply: Water for urban daily life will be around 150 liters/person/day; for industrial production, around 35-45 m3/ha/day. 100% of urban inhabitants will be supplied with water.
+ Electricity supply: Electricity for urban areas will be around 700-1,200 kWh/person/year; for industrial production, around 200-400 kW/ha; and for service and trade activities, around 40-45% of the norm of electricity supplied for daily life.
+ Water drainage and environmental sanitation: The water drainage norm will correspond to the water supply norm set for each category of water users. Over 80% of wastewater will be collected and treated up to standards before being discharged into the environment.
5. Requirements on functional areas and spatial organization
a/ Non-tariff area
The non-tariff area covers around 950-1,000 ha, to be associated with part of Chan May deepwater port (Chan May free port), embracing functional sub-areas such as export-processing sub-area; hi-tech park; service and trade center; sub-area for production, processing, recycling, repair and assembly; sub-area for cargo entrepôt, warehouses and yards.
b/ Tariff area
The tariff area covers around 9,000 ha, embracing the following main functional sub-areas:
- The civil sub-area, covering around 2,000 ha, to be studied to meet separate requirements, specifically:
+ Socio-technical infrastructure systems in existing residential areas should be renovated and upgraded.
+ Residential areas in the region should be converted for the development of other functional areas in the economic zone. To identify locations and sizes of resettlement areas so as to facilitate life stabilization and production development.
+ To identify the location and size of the new urban area as a center in the south of Thua Thien Hue province.
- The tariff port sub-area
To study and arrange around Chan May port systems of wharves, yards, warehouses as well as port and shipment service works in each period, suitable to the development of Chan May-Lang Co economic zone.
- Industrial parks
+ For industrial parks in the economic zone, to develop with leading industries such as clean industry, light industry, hi-tech industry and tourist and service industries;
+ To identify the scope of, and arrange rational locations for, the above industries in order to tap to the utmost advantages and potential of the region.
- Development of tourist sites and eco-greeneries
To identify sea, lagoon and mountain eco-tourist centers; systems of rivers, lakes, lagoons and forest estates for eco-tourist service provision and development, micro-climate improvement and water source protection.
- Central sub-areas
Apart from urban centers in service of Chan May new urban area such as administrative, trade, medical, cultural and physical training and sport centers, to organize a system of specialized centers such as international trade-financial, international communication, tourist service, shopping and job training centers for the development of the economic zone.
6. Orientations for development of technical infrastructure systems
Modern technical infrastructure systems must be designed and built according to the economic zone's development objectives and viewpoints, satisfying utility requirements and ensuring good view, safety and environmental sanitation, specifically:
a/ Transport
- External transport
+ To identify north-south railways and highways crossing Chan May-Lang Co economic zone.
+ To adjust the direction of the Highway 1A's section crossing Lang Co tourist site.
+ To identify a traffic hub connecting the national traffic system with the economic zone's traffic system.
+ To identify a railway connecting the national railway with Chan May port and to build a new railway station for the economic zone.
+ To invest in increasing the capacity of Chan May deepwater port to suit the planning on the central-Central Vietnam seaport clusters and the development requirements of Chan May-Lang Co economic zone.
- Internal transport
+ In urban centers: Transport must be designed up to the standards of grade-I urban centers.
+ Main road networks for the whole economic zone must ensure smooth connection between principal functional areas of the zone.
b/ Technical preparations for construction land
- To make full use of natural topographical conditions to minimize ground filling; to set construction height limits suitable to the restricted height limits for the whole region, facilitating traffic development.
- To study and propose solutions to prevent and combat natural disasters and sea typhoons and determine safe distances for works along the coast.
- To use a totally separate rainwater drainage system based on the basin water drainage terrain.
- To dredge and embank main rivers, streams and lakes in the to-be-developed region to prevent landslides which affect safety and landscape.
c/ Water supply
In addition to Thuy Yen and Thuy Cam lakes, to ensure clean water sources for the economic zone; in the subsequent period, to supply water from Truoi lake as a new water source and propose solutions to protect water sources from those lakes.
d/ Electricity supply
- To identify sources of, and solutions to supply, electricity for the economic zone, in each development period set in the electricity industry plan.
- To determine the capacity and demand for additional load, and identify locations and sizes of transformer stations, electricity transmission corridors and main distribution networks together with major technical parameters.
- To study and propose underground electricity networks in urban areas in the economic zone, satisfying safety and good view requirements.
e/ Urban water drainage and environmental sanitation
- To study urban wastewater drainage and environmental sanitation solutions so as to minimize water, soil and air pollution.
- To identify locations and sizes of wastewater treatment stations and solid waste treatment works; main water drainage solutions and networks, regulating reservoirs and environmental protection solutions; to identify locations and areas of cemeteries.
f/ The telecommunications infrastructure system must be synchronous, modern and up to international standards.
7. To assess and propose solutions to reduce environmental impacts.
8. To identify investment priority programs and projects based on resource forecasts; to propose mechanisms and policies on urban planning and architecture management and solutions for implementation of the master plan on the construction of Chan May-Lang Co economic zone.
Article 2.- The People's Committee of Thua Thien Hue province shall direct the Management Board of Chan May-Lang Co economic zone:
- To formulate a master plan on the construction of Chan May-Lang Co economic zone up to 2025.
- To formulate and promulgate construction management regulations according to the approved master plan.
Article 3.- This Decision takes effect on the date of its signing.
The Minister of Construction, ministers, heads of ministerial-level agencies, heads of government-attached agencies, the president of the People's Committee of Thua Thien-Hue province, the head of the Management Board of Chan May-Lang Co economic zone, and concerned organizations and individuals shall implement this Decision.
