The Steering Committee for planning on, and investment in construction of, Hanoi capital region shall be headed by a Deputy Prime Minister.

The Steering Committee has the following functions and powers:

- To direct the work of planning and construction investment in Hanoi capital region;

- To direct the evaluation and propose specific mechanisms and solutions in the course of implementation of planning as well as investment and construction management in Hanoi capital region, then submit them to the Prime Minister for consideration and decision, or decide thereon under the Prime Minister's authorization;

- To examine and urge the concerned ministries and branches, the People's Committees of Hanoi city and Ha Tay, Hoa Binh, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong and Ha Nam provinces to implement the planning and manage construction investment in Hanoi capital region; and decide on measures to handle problems arising in the course of implementation thereof;

- To direct the cooperation with domestic and foreign organizations and experts in order to study and implement the planning and to manage construction investment in Hanoi capital region.- (Summary)
