CIRCULAR NoCIRCULAR No. 04/2002/TT-BLDTBXH of January 9, 2002 guiding the management of wages and incomes applicable to State public-utility enterprises
Governed by this Circular are State public-utility enterprises of armed forces and State enterprises operating for non-profit purposes and with funding allocated mainly from the State budget.
