Joint Circular No. 135/1998/TTLT/BTC-BLDTBXH of October 16, 1998 guiding the allocation and management of funds for authorized payment of preferential allowances to people with meritorious services to the revolution from the Central Budget

The Central Budget shall sufficiently allocate the funds for the implementation of preferential regimes toward people with meritorious services to the revolution as defined in Decree No.28/CP of April 29, 1995 of the Government. The finance agency and the State Treasury shall make full and timely allocation of such funds to the labor, war invalids and social affairs offices.

The labor, war invalids and social affairs service shall have to assume the prime responsibility and coordinate with the finance branch in managing the funds for preferential allowances to people with meritorious services to the revolution and organizing the payment of such allowances to people with meritorious services to the revolution under their respective management, for the right purposes and objects.

The funds for preferential allowances to people with meritorious services to the revolution shall be allocated by the finance and pricing services of the provinces and centrally-run cities, under the Ministry of Finance’s authorization, to the provincial/municipal services of labor, war invalids and social affairs according to the already approved estimates of the Ministry of Labor, War Invalids and Social Affairs.- (Summary)
