This Circular prescribes emulation and commendation principles; forms of commen-dation and criteria for being commended, set by the Ministry of Science and Technology; forms of the State commendation; and procedures for, and contents of, dossiers of application for commendation. It takes effect 15 days after its publication in the Official Gazette, annulling all previous documents contrary hereto.- (Summary)
