DIRECTIVE No.820-TTg of October 3, 1997 on organizing the inspection, survey and collection of data on civil transactions related to residential houses, which had been established before July 1st, 1991 and housing fund managed by the State in the course of implementation of land and housing policies.

The presidents of the People's Committees of the provinces and cities directly under the Central Government shall direct the functional agencies to continue the inspection, survey and statistical work on residential houses; as well as on the housing fund managed by the State in the course of implementation of the previous housing and land policies.

The Ministry of Construction shall guide the prescribed forms, direct the localities in conducting inspection, survey and statistical work and summing up data and proposing measures to deal with each kind of object.

On the basis of the inspection and survey results, the Ministry of Justice shall assume the prime responsibility and coordinate with the Ministry of Construction and the concerned agencies in finalizing a draft resolution of the National Assembly Standing Committee and submitting it to the Government for consideration in February 1998.- (Summary)
