Subject to the examination of legal documents are the compatibility of examined documents with the constitution, current laws, the National Assembly's resolutions and documents of State agencies superior to the issuing agencies; the consistency between forms and contents of documents and the accordance of examined documents' contents with the competence of the issuing agencies. The examination of joint legal documents must ensure the mechanism of consultation and coordination among the agencies having jointly promulgated such documents.

The results of the handling of legal documents contrary to law shall be published in the Official Gazette and the central and local mass media.

This Circular takes effect 15 days after its publication in the Official Gazette.- (Summary)
