The Fund for combat against illegal deforestation and forest products production, trading and transportation shall be set up on the basis of deductions from collected fines on acts of administrative violations in the field of forest management and protection and forest product management as provided for in Decree No. 77/CP of November 29, 1996 of the Government on sanctions against administrative violations in the field of forest management and protection and forest product management. The subjects entitled to establish this fund shall be Ranger Sub-departments, sections, as well as Forest Products Re-checking Stations, that are assigned to sanction administrative violations in the field of forest management and protection and forest product management according to the regulations of the above-mentioned Decree No. 77/CP.

The Fund for combat against illegal deforestation and forest products production, trading and transportation shall be established only at the provincial level and monitored in details for each ranger unit. Financial agencies and the State Treasury shall have to inspect and supervise the establishment, management and use of the fund in accordance with the provisions of law.- (Summary)
