The appointment regime means the regime of enrollment into universities, colleges and intermediate vocational schools not through entrance examinations, which aims to train officials and employees for regions meeting with special socio-economic difficulties.
This Circular guides in detail subjects, conditions and dossiers of registration for enrollment under the appointment regime; plans and procedures for selection; training organizations; and policies towards students appointed for enrollment.- (Summary)
