CIRCULAR No.57/1998/TT-BTC of April 27, 1998 guiding the collection of the toll for travelling on bridges and roads managed by the State.

The bridge and road toll stipulated in this Circular is a State budget revenue to make up for State budget expenditures on the construction, procurement, renovation and management of bridges and roads, in service of transport and communication activities.

All land-road motorized vehicles, including tractors, excavators, bulldozers, cranes and other motorized means, including land-road motorized means owned by the national defense and security forces which actually travel through bridges and roads where to the toll is collected shall be liable to pay such bridge and road toll.

Vietnamese and foreign organizations and individuals using communication means subject to the bridge and road toll and actually using bridges and roads where such toll is collected shall have to pay the toll at the levels prescribed in this Circular; except for those exempt from the toll.

The vehicles of the diplomatic missions and international organizations with resident offices in Vietnam that enjoy the diplomatic privilege and immunity shall not have to pay the bridge and road toll, but the vehicle users shall have to produce diplomatic identity cards or official mission cards granted by the Ministry for Foreign Affairs of the Socialist Republic of Vietnam.
