This Decree prescribes the regime of allowances, subsidies and other preferences for the following subjects:

- Teachers and educational administrators on payroll, persons on apprenticeship or under contractual regime for payroll norms, enjoying salaries from the state budget, who are working;

- Teachers and educational administrators not on the State payroll, persons on apprenticeship or under contractual regime, who enjoy salaries from lawful revenue sources not belonging to the State budget.

This Decree shall cover:

- Specific schools: Boarding general education schools for ethnic minority pupils, semi-boarding general education schools for ethnic minority pupils, pre-entrance tertiary education schools; specialized schools, schools for gifted pupils; schools and classes for the disabled; and reformatory schools;

- Areas with especially difficult socio-economic conditions as prescribed by the Prime Minister.- (Summary)
