To establish the provincial/municipal Services of Natural Resources and Environment under the provincial/municipal People's Committees on the basis of consolidating the organization of the provincial/municipal Cadastral Services (or the Cadastral-Housing/Land Services) and the organizations performing the function of State management over water resources, minerals and environment under the provincial/municipal Services of Agriculture and Rural Development, the Construction Services, and the Services of Science, Technology and Environment. The provincial/municipal Services of Natural Resources and Environment are professional agencies which assist the provincial/municipal People's Committees in performing the function of State management over land resources, water resources, minerals, environment, meteorology and hydrography, survey and mapping in the provinces and centrally-run cities.

To rename the Services of Science, Technology and Environment as the Services of Science and Technology under the People's Committees of the provinces and centrally-run cities.- (Summary)
