DECISION NoDECISION No. 68/2003/QD-TTg of April 28, 2003 on the setting up of the National Coordinating Committee for the Implementation of the United Nations Anti-Desertification Convention
The National Coordinating Committee for the Implementation of the United Nations Anti-Desertification Convention shall be tasked to:
- Assist the Prime Minister in directing the ministries, ministerial-level agencies, agencies attached to the Government and concerned provincial/municipal Peoples Committees in the implementation of the United Nations Anti-Desertification Convention.
- Regulate, organize and evaluate the implementation of the national action program for anti-desertification.
- Inspect and evaluate programs and projects on combat of soil deterioration, reduction of natural disasters and droughts, management and sustainable development of natural resources, as well as hunger elimination and poverty alleviation in areas which are affected or in the danger of being affected by desertification; accelerate the setting up of early-warning systems in sensitive areas.
- Closely coordinate with international organizations and foreign non-government organizations in implementing the Convention; take advantage of the financial and technical support from international community for the implementation of the national action program for anti-desertification.
- Study and propose the elaboration of legal documents to prescribe or guide the implementation of the Convention and submit them to the competent State agencies for consideration and decision.
Members of the Coordinating Committee include:
- Head: The Standing Vice Minister of Agriculture and Rural Development.
- Deputy heads: The director of the Forestry Development Department of the Ministry of Agriculture and Rural Development, a leader of the Natural Resources Protection Department of the Ministry of Natural Resources and Environment and a leader of the Department for Protection of Water Resources and Irrigation Works of the Ministry of Agriculture and Rural Development.
- Members being officials of the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry for Foreign Affairs, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment and the Government Office.- (Summary)
