On May 27, 28 and 29, 2002, the Government held its May regular meeting, discussing and resolving the following issues:

- It considered the draft plan on the implementation of the Resolution of the 5th plenum of Party Central Committee, the IXth Congress, on renewing and improving the quality of the political systems in communes, wards and district townships. The Government�s plan aims to concretize the Party�s policies on renewing the operation contents and mode, reorganizing and raising the management effectiveness at grassroots levels.

- It considered the Government�s draft program of action for implementing the Resolution of the 5th plenum of the Party Central Committee, the IXth Congress, on continuing the renewal, development and raising the efficiency of the collective economy; continuing the renewal of mechanisms and policies, encouraging and creating conditions for development of the private economy.

- It considered the preliminary-review report on the two years� implementation of the Enterprise Law. The Government assessed that after two years of implementation the Enterprise Law has already created a breakthrough in the renewal of economic thinking and administrative reforms, ensuring the right to business freedom according to law. The Government, ministries and branches promulgated documents guiding the implementation of the Law in a rather full, synchronous and timely manner. The Government adopted this report and assigned the Ministry of Planning and Investment to draft the Prime Minister�s Directive on further stepping up the implementation of the Enterprise Law.

- It gave comments on the State Budget Bill; the draft decree detailing the implementation of the Ordinance on Charges and Fees.

- It considered the situation of performance of tasks in May and the first 5 months of 2002.

- It discussed and gave opinions on the organizational structure of the Government during the term of the XIth National Assembly.- (Summary)
