This Decree prescribes the contents, forms and responsibilities of gathering by State agencies the opinions of Vietnam Labor Confederation and employer representatives (including Vietnam Chamber of Commerce and Industry and Vietnam Union of Cooperatives) on the rights and obligations related to the direct interests of employees and employers under the Labor Code; on the participation in, and report on implementation of, the International Labor Organization (ILO)'s conventions.

The contents of opinion contribution shall cover the Party's and State's undertakings, guidelines and policies on labor; amendment and supplementation of labor regimes and policies under the Labor Code; administrative procedure reforms in labor management; proposal on measures to settle strikes related to many laborers; participation in, and report on implementation of, the ILO's conventions; and other issues as requested by the Government and the parties under law provisions.

This Decree takes effect 15 days after its publication in the Official Gazette.- (Summary)
