JOINT CIRCULAR No. 21/2004/TTLT/BGDDT-BNV of July 23, 2004 guiding the functions, tasks, powers and organizational structures of professional agencies assisting People's Committees in performing the State management over education and training in localities
This Joint Circular prescribes the position, functions, tasks, powers and organizational structures of the provincial/municipal Education and Training Services and the district Education and Training Sections.
It takes effect 15 days after its publication in the Official Gazette and replaces Joint Circular No. 41/TTLB of August 14, 1991 of the Ministry of Education and Training and the Government's Commission for Organization and Personnel (now the Ministry of Home Affairs).- (Summary)
