Directive NoDirective No.237-TTg of April 19, 1996 of the Prime Minister on enhancing measures to implement the work of prevention and fight against fires
The Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People's Committees at various levels and the Heads of all units shall have to personally direct and supervise the implementation of the work to prevent and fight against fires in the territory under their jurisdiction, and to regularly review and complement the plan for prevention and fight against fires in their localities or units. The following measures must be taken in the immediate future:
- The competent agencies shall approve construction and renovation plans or designs and grant capital and construction permits only when such designs have been consented to by the fire-combat agency with respect to the fire-combat design and facility.
- Cities, industrial zones, economic centers and construction projects must work out plans and measures for fire prevention and fighting; the sites must be accessible to fire engines to fight against fires or collect water; the fire-combat water supply system must be constructed together with the water supply system for daily life; fire-combat teams must be set up and positioned in places convenient to this work.
- With regard to factories, enterprises, warehouses, markets, tall buildings, commercial centers, densely-populated areas, they must work out specific plans for prevention and fight against fires. Particularly, at petrol storages, treasuries, radio and television stations, post and telecommunications offices, power plants, airports, ports, public places, establishments with many flammable matters, explosives, toxic, goods and equipment of large value, safety standards and regulations on prevention and fight against fires must be strictly observed. There must be well-equipped forces to prevent and fight against fires. Large establishments or group of establishments are required to procure themselves with necessary equipment and facilities to prevent and fight against fires.
- The competent agencies shall issue permits to export and import, or licenses to trade fire-combat equipment, to provide consultancy, to design, construct and install the system for prevention and fight against fires only when the fire-combat agency has certified that all necessary conditions are met.
The Directive also clearly defines the specific tasks of the various concerned Ministries in enhancing measures to implement the work of prevention and fight against fires.- (Summary)
